Over in NSW, requirements and eligibility haven’t changed. It’s still business as usual. Well, not really. There’s a big upside on the horizon.
Higher ESC returns with the Gas Conversion Factor Update
The regulator is proposing an updated Gas Conversion Factor, which could significantly boost ESC creation for gas-to-heat-pump replacements.

Victoria’s Tightening the Rules
The Victorian Government recently announced updates to for Commercial Hot Water (Activity 44) incentives. These changes make incentives for commercial heat pumps in Victoria harder to claim:
Eligibility cut – Only systems with an insulated storage volume over 700L qualify. Smaller manifolded systems that add up to 700L? Not eligible.
Stricter requirements – New fit-for-purpose rules and updated calculation factors apply.
Bigger co-payments – Jumping from $200 to $1,000 per install.
