How does Energy Savings Certificates (ESCs) creation with NCBA work?

NCBA does not conduct any installations. We work with installers and solution providers making sure all the required documentation and evidence is compliant, so the certificates can be claimed, and the incentives accessed. Our clients (installers and solution providers) engage with end consumers and offer upfront discounts on the cost of the installation in return for claiming the ESCs through us.

We pride ourselves on being able to offer very attractive commercial payments to our customers. Our Key Performance Indicator (KPI) for compliance of AC upgrades is 10 working days after all evidence has been received and confirmed as correct. After the evidence is reviewed and confirmed we then upload to IPART, and you can expect to receive payment within a couple of days of that upload occurring. We are able to offer this due to our processes of compliance being robust and tested regularly by the IPART independent auditors.

Accessing ESCs

Air Conditioning unit replacements or installations are eligible for incentives through the NSW Government’s Energy Savings Scheme (ESS), aimed at incentivising energy savings practices in households and small businesses

Financial returns are based on the energy savings achieved, generated in the form of Energy Savings Certificates (ESCs), which are sold in the energy market to generate the financial incentive.

By installing an eligible heating and/or cooling unit and submitting a claim to National Carbon Bank, you will be eligible to receive a certificate payment for installations in New South Wales.

Your Returns and the number of ESCs you can claim depend on these factors:

  • Installation Postcode

  • Installed Product (Brand & Model)

  • Installation Type: Is it a replacement/upgrade or a new system?

Accessing PRCs

In addition to the upfront discounts available through the Energy Savings Scheme (ESS) for upgrading air conditioning systems in New South Wales (NSW), you may also be eligible to generate Peak Reduction Certificates (PRCs) under the Peak Demand Reduction Scheme (PDRS).

This scheme is designed to reduce electricity demand during peak periods, typically between 2:30 PM and 8:30 PM from November 1 to March 31.

Getting paid Faster

Below, you’ll find the most common reasons AC jobs get delayed (and how to avoid them):

    • These aren’t mandatory to push the job through to us for first assessment, but sending them as soon as you can helps us pay claims faster.

    • Make sure your invoice lists the installation date and model numbers.

    • If you’re on-site with access to an invoice, snap a photo of it and upload it with your Dataforce photos.

  • missing NMIs can cost you $200+ in lost PRC payments!

    • Always collect an electricity bill first (best evidence).

    • If that’s not possible, take a geotagged photo of the switchboard meter.

    • Bonus tip: train your installers to collect both, just in case!

  • Every job must have a licensed electrician and Air Conditioner installer to complete a new or replacement AC installation.

    • In the app, answer this question accurately:
      “Does the installer of this job hold an Electrician’s Licence?” – The installer is the person at the site with an Air Conditioning Licence. They should carry both an ARCTICK licence and a NSW Government licence from Fair Trading.

    • If the AC installer doesn’t hold an electricians licence, please upload the CCEW or confirm the licensed electrician’s details in Dataforce.

      Missing this step triggers manual checks and slows everything down.

  • Take a clear photo of the completed outdoor unit installed — no cables dangling or tools in frame!

    Auditors love a tidy install shot that shows the work fully complete.

Across all activities:

Installer Training

All representatives (plumbers, electricians, air conditioner installers and site assessors) must complete NCBA training before attending site.

  • Contact us to register new installers early — we’ll issue their unique login IDs or system access.

  • Claims where training wasn’t done in advance risk being ineligible.

NCBA and Auditors need to complete Phone Audits with your customer

For audit purposes, we are may be required to contact your clients to validate information.

  • Ensure your client knows we may be in contact to ask simple questions about the installation.

    Madalen Joined NCBA in 2021 as a compliance officer and site inspector. She now manages the day to day operations of the CSO team across a range of activities. Madalen ensures compliance requirements for the energy efficiency schemes are met by the team and customers receive the best service and outcomes on their projects.

    Amit completed a Masters in Business Administration from the University of Western Sydney in 2001 before embarking on a career that has equipped him with extensive experience in the energy efficiency industry.
