The Victorian Energy Upgrades (VEU) program reduces greenhouse gas emissions by providing access to discounted energy efficient products and services. The VEU program has very similar intentions to the NSW ESS, as it is designed to encourage energy efficiency improvements by implementation more affordable and attractive. The National Carbon Bank of Australia is an Accredited Certified Provider (ACP) under the NSW Energy Savings Scheme and an Accredited Person (AP) under the Victorian Energy Upgrades Program.
NCBA is the leading certificate creator in the Country under our Commercial Lighting Accreditations, processing claims for thousands of sites. At NCBA we work with Installers to generate and return the monetary incentives available to you through Energy Savings Certificates (ESCs).
Subject to scheme conditions being met, NCBA will create ESCs on behalf of your company and trade them on the certificate markets. NCBA will then transfer you the net returns generated, offsetting the capital costs of the Energy Conservation Measure (ECM).

Eligibility Requirements
Your Commercial Lighting Upgrade might be eligible for incentives if:
Installers hold appropriate licenses and insurances to perform the upgrade.
The energy saver pays a minimum of $5 per mega-watt hour (MWh) of (calculated) electricity savings (excluding GST) for the upgrade.
The installed products are approved by the Scheme Regulator
The decommisioned product is correctly Recycled and Disposed.

Getting paid Faster
Below, you’ll find the most common reasons Commercial Lighting jobs get delayed (and how to avoid them):

Collect from the OES and include all pages, even the usage chart.
The bill should match the OES or business name and address of the upgrade.

Take clear, in situ photos of the existing lighting system before you upgrade.
Take clear, close-up photos of ballasts and lamp wattages as soon as you’ve removed the lights from the ceiling from that upgrade site.
Ensure every photo is geotagged, date and time stamped.
Send us the photos with the metadata information too.

If you can, take photos of decommissioned lights in the recycling or disposal bins at disposal facilities.
This helps us validate all lighting equipment has been decommissioned as we expect.
Across all activities:
Installer Training
All representatives (plumbers, electricians, air conditioner installers and site assessors) must complete NCBA training before attending site.
Contact us to register new installers early — we’ll issue their unique login IDs or system access.
Claims where training wasn’t done in advance risk being ineligible.
NCBA and Auditors need to complete Phone Audits with your customer
For audit purposes, we are may be required to contact your clients to validate information.
Ensure your client knows we may be in contact to ask simple questions about the installation.
